Universities, if they are categorized as traditional or non-traditional as defined by the Section 815 Other Transaction statute, compete equally among all other members of the consortium. What is unique about the OTA vehicle is that it avoids the typical barriers (certain contract clauses) that non-traditionals object to that are associated with typical FAR-based contracts. The government is seeking more engagement with universities and non-traditionals to bring innovative ideas to spectrum prototyping. Both universities and any other organizations who qualify as a non-traditional are encouraged to join the consortium.
